<\/p>\nNational Forum on Health Financing (FONAFIS): Burkina Faso sets course for health sovereignty<\/p>\n
Burkina Faso has taken a major step towards overhauling its healthcare system with the opening of the first edition of the National Forum on Health Financing, held under the theme: “Building an efficient and equitable health financing system for health sovereignty and the achievement of the objectives of the NDP 2026-2030″.<\/p>\n
The opening ceremony, which took place on Wednesday March 25, 2026 at Ouagadougou 2000, was presided over by the Prime Minister, Rimtalba Jean Emmanuel Ou\u00e9draogo, representing the Head of State, in the presence of members of the government, technical and financial partners, and delegations from several countries.<\/p>\n
In his speech, the Prime Minister stressed the vital importance of healthcare for the population.
\n” The National Forum on Health Financing is intended to be a moment of truth for our Nation”, he declared, recalling that behind the statistics lie often difficult human realities.
\nHe spoke forcefully of the sacrifices made by populations to access healthcare, illustrating the persistent challenges facing the Burkinabe healthcare system.<\/p>\n
The Head of Government hailed the progress made under the impetus of the highest authorities, in particular the advances in specialized care and the strengthening of human resources in health through the “1000 x 5″ presidential initiative.<\/p>\n
However, he acknowledged that major challenges remain.
\n” More than a third of healthcare expenditure is borne directly by households”, he noted, underlining the need for in-depth reform of the sector’s financing.
\nFaced with these challenges, Burkina Faso now intends to operate a paradigm shift.
\n” Those days are gone forever”, said the Prime Minister, referring to external dependence.
\nHe insisted on the country’s determination to finance its health system from its own resources, to produce medicines and equipment locally, and to train human resources adapted to national realities.<\/p>\n
Health sovereignty is thus a central pillar in the transformation of the healthcare system. To achieve this objective, several strategic axes have been defined:
\nstrengthening the mobilization of internal resources;
\naccelerating the implementation of universal health coverage; developing local drug production; improving governance and coordination of the healthcare system; promoting national expertise and accountability. <\/p>\n
The Prime Minister also called for the involvement of all players, while inviting partners to align themselves with national priorities.<\/p>\n
Sponsor of the ceremony, the Minister of Economy and Finance, Dr. Aboubakar Nacanabo, emphasized the strategic dimension of Health Financing. “Health is not an expense, it is a power”, he asserted, stressing that investing in health is tantamount to investing in the country’s prosperity, social cohesion and stability.
\nHe called for innovative financing mechanisms to be explored, and for the mobilization of internal resources to be strengthened, in the interests of efficiency and transparency. <\/p>\n
For the Minister of Health, Dr Robert Kargougou, this three-day forum, which brings together some 400 participants, will provide an opportunity for further reflection on three key issues: health sovereignty and the alignment of partners with national priorities; the mobilization and efficient use of resources; and the protection of populations through free healthcare and universal health insurance.<\/p>\n

Dr. Kargougou pointed out that, despite a significant effort, with around 12% of the State budget devoted to health, challenges remain, notably the high contribution of households to healthcare expenditure.<\/p>\n
The forum, which brings together national and international experts as well as delegations from sister countries, is intended as a framework for strategic reflection and collective commitment. Through this initiative, Burkina Faso aims to build a fairer, more resilient healthcare system based on its own resources. <\/p>\n
As the Prime Minister said when he officially opened the meeting, the aim now is to lay the foundations for a sovereign healthcare system, capable of responding effectively to the needs of the population.
