Ensuring that every citizen has access to quality healthcare requires sufficient resources, appropriate financing mechanisms and the collective mobilization of all stakeholders. The Ministry of Health is organizing the first edition of the National Forum on Health Financing (FONAFIS 2026) to respond to this imperative.
This forum provides a strategic platform for dialogue, experience sharing and the formulation of innovative solutions to strengthen resource mobilization and improve the performance of our healthcare system’s financing.
Faced with health challenges and the growing and legitimate needs of populations, it is essential to explore new approaches to financing, based on national solidarity, the efficiency of public spending and the contribution of all stakeholders.
I congratulate the participation of public institutions, technical and financial partners, the private sector, civil society and all those committed to improving people’s health.

Health is a strategic asset and a pillar of national sovereignty. Investing in this sector means strengthening prosperity, social cohesion and peace. In the context of rebuilding the State, financing healthcare is a major political choice aimed at breaking with dependency and guaranteeing equitable access to care.

By consolidating a solid, accessible healthcare system, we are strengthening human capital, boosting national productivity and laying the foundations for sustainable, inclusive economic development in Burkina Faso.
My wish is that FONAFIS 2026 will mark the starting point for a lasting and responsible commitment to building an efficient financing system, based on solidarity and fully aligned with the aspirations of the people of Burkina Faso.
Burkina Faso devotes around 12% of its national budget to the health sector and almost 40% to social investment. Despite these considerable efforts, direct payments by households still account for 44% of current healthcare expenditure, and dependence on external financing remains significant at 21% of total expenditure.
At the same time, the country is undertaking unprecedented reforms: the RAMU launched on February 1, 2026, the CAMA operational since February 2025, and the free healthcare policy that has reduced direct costs for children under 5 from 90% in 2014 to around 3% in 2017.
FONAFIS is the national platform for strategic dialogue to transform these advances into a sustainable financing system, aligned with the objectives of the National Development Plan 2026-2030 and the Abuja target of allocating at least 15% of the budget to health.
